Elon Musk stated that his company SpaceX restricted Ukraine's Starlink internet service. This announcement came after Ukrainian officials indicated that connectivity issues appeared to have been resolved. Musk accused Ukraine of violating Starlink's terms of service by using it for military activities.

Highlights

  • Elon Musk declared that Starlink is a civilian service and its use for offensive drone strikes has never been permitted.
  • He claimed that Ukraine's military violated Starlink's terms of service by using it for offensive drone strikes and that this loophole was closed last week.
  • While Ukraine's Ministry of Defense has not officially commented, Ukrainian presidential adviser Serhiy Beskrestnov called Musk's post "very strange" and stated they cannot physically use commercial Starlink for long and middle-range drone strikes.
  • Ukrainian Defense Minister Yevhenii Khmara reported that military connection is now stable, with drones able to reach speeds exceeding 400 km/h.

Details

Musk wrote on X on Saturday, "Using Starlink, a civilian commercial service, for offensive drone strikes to kill people has never been allowed, nor should it be." He also claimed that SpaceX had "done more to defend Ukraine than any private company on Earth" and reiterated that Starshield (a military-grade system controlled by the US government) is a different system, with decisions up to the US government.

Ukraine utilizes both the civilian Starlink service and the more secure Starshield. Starlink enables military units to coordinate, especially in remote battlefield areas, while Starshield allows Ukrainian drone operators to see targets in real-time and operate interceptor drones. Russia is not authorized to use Starlink.

The connectivity issues coincided with a tense diplomatic standoff between Washington and Kyiv over Ukrainian strikes on Russian oil infrastructure. Allegations that US President Donald Trump told Musk to "put it back" also emerged during this period.

Why it matters

Starlink is critical for Ukraine's communication on the battlefield. These restrictions have the potential to impact Ukraine's defensive operations, while raising significant questions about the role of civilian technology companies in conflicts and their ethical boundaries. It also highlights the growing influence of technology companies and their founders in international relations.
