Wanying Z., a resident of Irvine, California, faces charges of acting as an unregistered foreign agent. According to an online post by First Assistant United States Attorney Bill Essayli, Z. traveled to Seattle in 2025 and, at the direction of PRC officials, surveilled a close relative of a Taiwanese government official. Photos, videos, and license plate information gathered during this surveillance were allegedly sent to Chinese officials.

The FBI stated that Wanying Z. was spying on a son of Taiwanese President Lai Ching-te. While the agency did not initially provide the target's name, they later shared a New York Post report identifying him as Lai Ting-yu, who is reportedly a US resident. Essayli added that Z. 'coordinated the trip with an associate and used tradecraft to avoid detection.' Wanying Z. is expected to appear before a Los Angeles federal court on Monday.
